Systematic preventative dosing: Why or, why not, do this?

From the topic systematic preventative dosing in cattle
Systematic preventative dosing I define as where cattle will be dosed with antibiotics despite them not yet necessarily being ill. Generally a whole group will be dosed and generally it is done at difficult points in their life, such as before being moved to a different farm or in the winter.
